Should you create a new layer each time you create a custom shape?

When you use the Custom Shape Tool, what icon should you have selected?
How do find the answers to these questions if you do not know them?
1. Use the paint bucket to color the background.
2. Make a new layer and place a custom shape on it. Use any color or shape.
3. Add a drop shadow. Go to Layer>Layer Style.
4. Type the words drop shadow and move them near the shape, so that the viewer would know that this represents drop shadow.
